I’m not sure he applied for the job. They may have approached him at another company and he told them he couldn’t switch employers because he didn’t have his own truck. Possibly the company he worked at had its own vehicles. If that’s the case, it’s good to remember that if they want you badly enough to come looking for you, you’re in a great position to negotiate!
