I think it depends on where you are. My application was strictly for people “passionate about local news.” Others I’ve spoken to did not get that on their application. It’s possible that they have a quota for each county or zipcode and don’t go over it. It’s also possible that they just automatically reject anyone who applies twice. I got rejected, too.
