I don’t see any problem for praising someone for achieving a personal goal. One shouldn’t assume the weight loss was achieved deliberately, but if it was and the person is proud of it, it’s not a comment on anyone else’s body to celebrate that with them. It’s what they consider to be their personal best. It’s only a bad thing when someone else decides what your personal best should be.
